Sewer backups occur when the quantity of water being forced through the pipes exceeds the sewer system's capacity, creating vast quantities of pressure.

This pressure has nowhere to go but out of the storm grates, occasionally with tremendous force, as this video shows. This was filmed in Montreal, Canada.
